Not yet sure why builds are marked 'failed', but DCMTK and DCMTK IO build and tests are all OK, all platform incl. Windows:
Related to #2817. Could not reproduce on my Windows 10 the DCMTK IO build failure too. Windows log file or https://open.cdash.org/build/8268393 |

To test DCMTK build, specially on Windows (could not reproduce build failure).
