Design Debt for FY Column on CANs List

Goals

• Address any design debt related to FY column on the CANs list as it relates to our recent change on the CAN Funding Tab from FY to Appropriation FY

Tasks

• Determine if the FY column on the CANs list should represent the Budget FY (matches the FY dropdown) or the Appropriation FY (which means some CANs would have older FYs that don't match the FY dropdown)
• Update the design and annotations accordingly
• Walk through with the devs so they can update accordingly

Although it wasn't known to be at first, it turns out the larger usage of "FY" and what it means to the user is related to or part of #3271 too. It's a tangled web 😄

When is a "fiscal year" not an "fiscal year" ? 😅

We decided to remove the Appropriation FY column because we are providing the Active Period and Obligate By Date so they can still determine which CAN is oldest to use first without having to deal with any confusion related to Appropriation FY and Budget FY - We can use usability testing and UX feedback to determine if further improvements are needed
