fuel-vm nostd update (#1367)

Addresses breaking fuel-vm changes from FuelLabs/fuel-vm#582, FuelLabs/fuel-vm#578, FuelLabs/fuel-vm#588 and FuelLabs/fuel-vm#587. Waiting for a new fuel-vm release. --------- Co-authored-by: Green Baneling <[email protected]>

It is a huge breaking change requiring repetitively monotonically updating all places that use the `ConsensusParameters`. But during updating, consider that maybe you can use lesser types. Usage of them may simplify signatures of methods and make them more user-friendly and transparent.
