This depends on FStarLang/FStar#3002, and allows to use locks and invariants in non-strictly-positive positions of recursive definitions.
Posting as a draft, since this breaks the
MutualUnion.fst
SteelC test, probably since the dependency analysis for type definitions groups would be confused by this change.
