Turn on roughness and excess ice for the CESM3_dev branch #2203

Description of changes

First tag for the CESM3_dev branch. It's based off of ctsm5.1.dev143, and up to date with the CESM5.2 branch.
Turns on Meier roughness scheme as well as excess ice.

Contributors other than yourself, if any: @olyson @wwieder

CTSM Issues Fixed (include github issue #):
Fixes #2202

Are answers expected to change (and if so in what way)? Yes! Different defaults are turned on!

Any User Interface Changes (namelist or namelist defaults changes)? No
Although note that the defaults will be setup

Testing performed, if any:
Testing with: SMS_Ln9.ne30pg3_ne30pg3_mg17.I2000Clm51BgcCrop.cheyenne_intel.clm-clm51cam6LndTuningMode

…E for clm5_1_cam6.0, fix a syntax issue from the earlier merge
