This adds the ability to send syslog messages from the CLI as well as a handful of payloads to be used.
The payloads all test various aspects of syslog payloads; they have been derived from cases used to test the Syslog parser in Stanza, so they should have good coverage of the format for different RFCs.
I also updated our config example to include a receiver that uses UDP for comprehensiveness.
