Balance dreamer artifacts. You get one every week. Eventually if you survive long enough you have the ability to solve almost any problem with only your dreamer artifacts. This helps with that issue.

Removes the recharge from this procgen group.

Describe alternatives you've considered

Adding resonance to them but Guardian convinced me to try this instead.
