Summary

Mods "[MoM] You can always stop concentrating"

Purpose of change

People would run into situations where they couldn't use new powers, but powers they were already concentrating on couldn't be cancelled (because "stop concentrating" is modeled as a power), which is very odd.

Describe the solution

In #74988 I made the NON_MAGICAL flag allow a power to always be eligible for use no matter what, so it's a simple matter of adding that to Stop Concentrating
