Purpose of change
People would run into situations where they couldn't use new powers, but powers they were already concentrating on couldn't be cancelled (because "stop concentrating" is modeled as a power), which is very odd.
Describe the solution
In #74988 I made the
NON_MAGICALflag allow a power to always be eligible for use no matter what, so it's a simple matter of adding that to Stop ConcentratingDescribe alternatives you've considered
