[serial] v0.6.1

Full featured release of tensor-tools complete with license.
This release includes some bug fixes and api enhancements on top of the original Xiongjie only version (v0.5).
There are still some bug fixes that need to be backported from the parallel code

Note that only tblis version v1.1.2 seems to work currently
