Move the list of packages to a dedicated file for easier version control and management of the README. Updated the latter accordingly.

This also updates the core dependencies and adds specific minor version numbers to ensure future reproducibility.

Let me know if you see more packages in need to be pinned to a specific version.

Also curious what do you think to install GCC via conda and recommend a version?

I had version 8.5 locally. Albeit a bit old, it compiled successfully.
