Enable creation of custom quotes

Often libraries have existing subscriptions. For example, already supporting punctum until May 2024. As things stand, the way it works is we generate a standard quote, then customise it to pro rata existing subscriptions. In an ideal world, the library user would be able to add in existing subscriptions (including end date) and the system would generate a custom quote
