perf(ui/dev): bump eslint to v9

This PR includes:

• eslint v9 enables Flat Config (a new generation of configuration files) by default. This PR migrates from .eslintrc.js to eslint.config.js (Flat config) see https://eslint.org/docs/latest/use/configure/migration-guide
• Abandon the use of the original airbnb-typescript/base eslint rules because they are not working on eslint v9 yet (the import plugin is a dependency of airbnb rule)
• Perform lint checks on *.vue *.tsx for all packages in the entire monorepo in the global scope (rules are written in the flat configuration file in the root directory of the repo).
• Check the availability of eslint for all packages under monorepo
• Improve the configuration of vscode to automatically fix eslint errors
• Because some eslint plugins do not support (or do not fully support) v9 for the time being, such as eslint-plugin-import, eslint-plugin-compat, eslint-plugin-functional, eslint-config-airbnb-typescript, and there is still a lot of pending work to be done in the future.
