the link settings - if present - override the global settings

eg. forwarding generally disabled except on a port 9876 link (when disarmed):

set mavfwd 0
set mavfwd_disarmed 0
output add :9876
output set_mavfwd_disarmed 2 1


          Allow mavfwd and mavfwd_disarmed to be set on a per-link basis
