python 3.12 fails to install requirements, 3.13 not supported. #816

I'm using 3.12 for developing fine-tuning branch and find no problem. 3.13 is still not supported by many Deep Learning packages. I don't think it shall be supported until upstream packages support it. |

Maybe there's something wrong with conda. Sticking to 3.11 in doc can be a hint to user. |

Pinning python version would be really useful for new users trying to struggle through python dependency hell.
