Allow group_id and internal_id metadata keys to be private on ingest #348

Current Behavior: subjects are uploaded with special metadata keys (group_id and internal_id) that are available for grouping and sorting subjects in ALICE.

Enhancement: allow the metadata keys to be private or semi-private (prefixed with # or !) and still be used by Tove and ALICE.

Should the IIIF tools have an option to add those keys when manifests are ingested for transcription projects?
