The Caesar ingress/import processing endpoint will be set up as an external effect and use the rules engine to send reductions to tove. There is currently no plan to add any kind of authentication or auth on this endpoint. Does there need to be a plan to do so? This would likely involve some Caesar work to include some kind of API key or basic auth (like the kinesis streams).

Not sure this is desired, let alone required, but thought I'd flag it just in case.

Having the ability to configure basic auth for caesar request headers would be very useful.
