tensorboard的requirements.txt里的依赖没有指定版本 #199

tensorboard的requirements.txt里的依赖没有指定版本，而代码只能用低版本的tensorflow来运行（1.9.0可以，但2.0.2跑不了），建议在requirements.txt里指定能运行代码的版本。
