Enable UIs to allow managing secondary userstores in sub organizations.

Description

This is a sub task of;

• Support configuring multiple secondary user stores in sub organizations #22200

With this task, following UIs will enabled for sub organization console

• Attributes and userstores section in the navbar with userstores and attributes sub-sections
• Userstores page
• Attributes page with only the ability to update claim mappings for userstores
• View and add users to secondary userstores
• View and add groups to secondary userstores
• Ability to select secondary userstores when selecting userstores to provision JIT provisioned users
