Feature Request: Add a Search Bar for Projects/Resources

Currently, there is no way to search for specific projects within the project list, making it difficult for users to locate projects efficiently, especially when the list grows long. Implementing a search bar would allow users to quickly find projects by keywords like project name, description, or tags.

Proposed Solution:
Add a search bar to the top of the project list page.
The search functionality should filter projects based on project name, description, or relevant tags.
The search should be case-insesitive

P.S. Brownie Points if partial or related word searching could be implemented :)
