New release (0.11.0?)

We have a bunch of fixes to whipper now since 0.10.0, so we should be looking at making a new release. (This was also explicitly requested in this issue #605)

Let's use this issue to track any issues we should resolve before making a 0.11.0 release.

Here's an attempt to make a candidate of issues we might have to resolve before 0.11.0:

• distutils has been deprecated in Python 3.12 #611
• Dockerfile: Images does not build with Debian Buster (any more?) because of an outdated python #603 (maybe)

Is there a full changelog anywhere of changes since 0.10.0, or do I need to comb through commit history?

@BBaoVanC - I think we'll provide a changelog when we make the new release, so you won't have to comb through it I think.
