Government of Canada Web Usability theme: Footer Link for Economy #268

Good day, could someone please update the white over black links in the footer at the very bottom of the page? The "Economy" link in particular points to a website that is either broken or no longer exists (actionplan.gc.ca) as reported on Oct 12, 2017 in #257 .

Some departments like CBSA now point this to https://www.budget.gc.ca/ while others have removed the link completely. If the theme can't be updated, guidance would be most appreciated.

@michael-milette just for your information ... this theme is no longer maintain... as per : http://wet-boew.github.io/wet-boew/docs/ref/themesstyle-en.html

@duboisp can you update the title of the theme that are no longer maintain?

Can we now use the Canada.ca theme with our own horizontal main menu? I noticed a few departments who are now doing this.
