Annotate builds with the non-prod deployment warning

When you merge a PR to main containing a pipeline definition ahead of the current production pipeline, the deployment process shows a warning.

This is a mechanism to guard against deploying incompatible or risky changes to the production pipeline. If you know that a full reindex will be required, you can add a new pipeline to the commit so that it won't deploy to live.

It would be nice if this could be a bit more prominent by annotating the build with it.
