Auto-label PRs that change the public website with "website" #2505

The auto-labeler action we currently use for PRs and issues adds the documentation label to any .md file in the repo.

                 - all-globs-to-any-file:

It would be nice to label changes that happen inside the gh-pages directory to instead be labels something like website.
