Should canvas text baselines be Baseline?

@meyerweb pointed out this case in GoogleChrome/webstatus.dev#277 (comment). It's a Baseline feature where all of the tests are failing in Safari:

Since it was implemented in Safari long before other browsers, my guess is that the spec changed in some way. But we need to check if it's possible to use the feature in all browsers. There are two possible outcomes:

• The feature shouldn't be Baseline
• The test suite isn't representative and webstatus.dev should say this
