On Brain Wallet:
How to decrease minimum Passphrase length to 0?

I tried to change ninja.brainwallet.js on src at string No. 12:
minPassphraseLength: 1,

But it don't work.

Found: string 12630 on index.html also. But I don't understand why did you use minPassphraseLength definition in two different places.
