Concept for user settings

User settings may come into play at various occasions. Considering language as an example there are

• Language setting provided with a user request
• Language determined from the spoken or written utterance itself
• Language stored in the IPA as a user preference
• System default language

All these different sources have to be considered to continue with the correct setting.
