Opening the window for IMSC vNext requirements

As discussed in #115, no changes are planned for IMSC 1.2 in response to the ARIB liaison - the scope of discussion relates to a future version of IMSC. Effectively we are now opening the window for IMSC vNext requirements.

How long should the window for vNext requirements remain open?

TTML2 2nd Edition Implementation Report

Implementation Report

All tests are now completed in the w3c/ttml2-tests repo

Status of this? Does it reflect the test suite changes? @cconcolato volunteered to update it with the tests as we expect them to be.
