Add new spec: Multicapture

Rationale

I'm trying to have browser-specs become the source of all WICG entries for Specref, and a WICG entry already exists in Specref for MEDIACAPTURE. Adding it with a "pending" standing should not create particular issues as the spec hardly defines any term.

The repo of the spec has been archived, which I take it to mean it is discontinued - so if we need to have it, it probably should be under that standing.

Oh, I had missed that! I'll handle it differently then (I'm planning to keep entries of retired specs in Specref)
