interpolator frequency specification #8

The frequency specification in the interpolator objects should allow:

specification by index (done)
specification by exact frequency value
ranges in frequency (index and value), in which case properties are averaged over those ranges
no-frequency: not all properties are frequency dependent. Should confirm that the interpolators work for those properties.
