Add tool info into the readme

It would be nice if the readme included a short list that covers what tools this repo contains, how to use them, what the parameters are, etc. Even if at a high level, this would make it a lot more approachable for newcomers, right now someone has to tell you what the tools are, unless you go digging through it yourself of course.
