It would make sense to have (as is now the case) "minimal" and more "comprehensive" containers. However, it would make more sense that:

The "minimal" containers really be minimal. For example, it's not clear that we always need lmod be installed.
The more comprehensive containers use the "minimal" containers as their base image.
