Request: Congressional Record meta data: time for speaker speeches #154

Particularly in the House there are often standalone pages for various types of speeches that have defined possible lengths:

Morning hour: 5 minutes
1-minute speeches: 1 minute
Special Order speeches: 60 or 30 minutes

Could these times be noted in the mods.xml file?

I've been able to do this by parsing the beginning of the text, so this can be lowered in priority.
