Add `governctl pr notify` command #33

The command should take a discord and github token as input (environment input) and notify discord users about the PRs that they are included in.

To do this, it will require these additional flags:

flag to map discord users to github users (json/yaml map file for example)
flag to mention the current release label and/or release project table (if none, notify about all)
message template to use (if none, use default messages + list)
