"Access and Use” should opened as default and position the section up after Scope

Is your feature request related to a problem? Please describe.

Users requested to highlight 'Access and Use' information on Dimes with:

• Access and Use restrictions are rendered at Collection / Series / Subseries level, and expended to be displayed by default
• Request to position it immediately after the Scope Note.

Describe the solution you'd like

• Keep the essential data in Summary Section, like 'creator, dates, size, abstract, scope and content'
• Position up accordion 'accessAndUse' section after Scope, and set it expanded by default
• Created a new react accordion section to wrap the other type notes originally displayed after Scope and Content in the Summary section. Use a title 'Related Notes' for the new section to be consistent on UI with 'Related Terms'
