Make documentation contribution more accessable

So far I believe only tech leads have the ability to change documentation in a non-linked repository. Could we perhaps make the documentation repo a repository under the ufosc github, and link it somewhere (either in the site itself, Echo readme, or both) so that way more contributors are able to add to it?

It might be valuable for some non-tech lead people who might know a lot about one specific problem or area of the project to contribute to (who could say, add to the Troubleshooting section), and it can still totally be vetted by the people who maintain this project.
