One would expect it to move the user back to the "Getting Started" screen.

Which version of Welcome / Ubuntu MATE are you using? The UI has been improved since the 16.04 version to make a clear distinction between the main page ("Getting Started") and sub-page ("Updates & Extras")

I'm using Artful daily so when starting up it's version 17.10.7
