For users who have set up a HTTP(S) proxy, Welcome is unable to ping http://archive.ubuntu.com and causes the informational message to always be displayed.

The workaround is to manually specify some environment variables before running Welcome.

export http_proxy=http://proxy.myproxy.com:80
export https_proxy=https://proxy.myproxy.com:80
ubuntu-mate-welcome
