i think it would be better to allow and block each cell in the matrix individually even if not neccesary because of row and collumn settings. that would allow to change the defaults without affecting functionality. even though this creates redundance it is worth it for usability. maybe write a script that can convert vice versa. this would also make it possible to merge rules. rule merging is going to be very important if this project should grow because it allows to distribute work and adapt to different needs of users. maybe you should work together with the guy from filterlists.com he has some plans to recompile and merge adblock lists.

i made a basic scipr https://github.com/elypter/umatrix_rule_converter
it only works one way and doesnt read in host files but it basic functionality is there already
