developing Boostrap form with a lot of controls - some kind of visual software for this?

Hi all, I am designing a Boostrap search form: at the moment there are 12 elements there, may be there will be +3-5 additional elements.

I am struggling with design/layout (want to make sure the form looks good on all possible screen sizes) AND with the Bootstrap code containing all these things:

   ...
    <div class="row mb-2">
        <div class="col-1 d-none d-lg-block">
        </div>
        <div class="col-12 col-lg-10" >
   ...     

Is there some visual editor:

• supporting Bootstrap-specific building blocks
• capable to read existing HTML (and CSS/SCSS)
• writing human-readable Bootstrap-specific HTML (you know, not just a soup of HTML tags - but something that has structure)
