The Ruby 2.4.4 (and later) tarballs for Linux all include the bundler gem as well as the bundle binary in ruby-#{version}/bin/bundle. The builds for OSX do not include this gem, and including it makes gem install bundler complain about conflicts. I couldn't find this change documented anywhere, and since it only appears to affect Linux I believe it is a packaging bug.
