Explore ways to limit subscription access (read access) to CROs. I may want a CRO that only a selected few can subscribe to.

Explore approaches based on both access control list (ACL) and object-capability model (ocaps). May require the use of cryptography. May require thinking across multiple layers of abstraction including how p2p gossip and PubSub group discovery is done.
