After SWIM 2.6 is finalized, commodity flows in tons and value will be assigned to the highway network (no capacity constraint). This is done by building OD tables of tons and value from the CT trip records as opposed to vehicles. Those ton and value OD matrices are then assigned to the network producing link values of tons and value by commodity. These will be saved for key years of interest to have quick access for questions in the future. Additionally, this data will be available for the Oregon Highway Plan.

Just a thought - if you save the flow bundles from a congested assignment you could take into account congested paths in the assignment.
