System Bridge holds back-HA at startup on HA Core 2023.4.beta

Hey,

I've been running HA Beta that last 5 days and happy to report that System Bridge works well with entities reporting in HA.

However, I noticed that there is more serious problem, in that the System Bridge integration holds back HA at startup. I can confirm this because when I disable System Bridge integration in HA, HA starts up no problem at all.

I've submitted the issue here in hopes of finding a resolution:
