Validation should check that cut-offs for combined rounds are legitimate

For exampe, in a combined Best of 2/Average of 5 round, the people who did not do a full average should not have a best time that is better than the best of first 2 times of anyone who did do a full average. This would mean that there was no cut-off time that was applied consistently throughout the round and violates 9g2.
