Missing check in the compiler

[viroulep]

html.py implements some checks on the number of replacements.
Most of them are handled by the parsing, however some may remain and should be added here.
Right now I'm thinking about checking that there is one pdf:link (cf: thewca/wca-regulations-translations#39).
