Right now it silently ignores Guidelines without a label; we manage to spot these because when running the diff we get a "missing guideline", but it should definitely error earlier.

I could not reproduce this issue. Even without running the diff, I get Error: Syntax error on line 63. Got unexpected token GUIDELINE, expected rules or optional texts.
