Katello release owner needs permission to create branches on puppet-katello_devel

We need to make a stable devel box for each release, the script that runs this in forklift relies on a branch being made in puppet_katello_devel so either part of becoming a release owner gets you into that group or we have an admin or someone with merge access on each release make a branch for the release owner.
