Geo-Fences: Add Support For Free Charging For x Minutes Then $/hr Rate

Hello,

Quite a few locations around me offer free charging for a certain period of time before charging a per-hour rate. Eg: First 2 hours are free, then you get charged $1.50 per hour after that.

Would this sort of functionality be able to be added to Geo-Fences for the Per-Minute rate setup? Can call it "Complimentary Time" or something.
