There are a few problems with some the files in the package that prevent a smooth installation procedure.
fontenc searches for the file etifenc.def in lower case. The package however provides ETIFenc.def. Under Linux this causes an error because file names are case-sensitive and therefore the file cannot be found. Renaming the file to etifenc.def solves the issue.
The file ETIFIrcamUnicode.fd contains a Byte Order Mark (BOM) at the start (EF BB BF) which causes a LaTeX error when the file is loaded. Removing the three bytes at the start of the file solves the issue.
The font currently provided by IRCAM (http://www.ircam.ma/?q=fr/node/26901) is called Tifinaghe-Ircam Unicode.ttf. The package expects the file to be called T_I_UNICODE.ttf. Renaming the font file solves the issue. This solution could maybe be mentioned in the installation instructions.
