Targeting docs

Problem

Currently there is no way for me (as an app developer) to target or build binaries for catalog. What is the application process? What are the application guidelines? Where do I submit an application? These are all questions that could be made more clear by providing better documentation.

Proposal

Ideally, there should be documentation linked on the README or on the developer portal that goes over the process of how to handle this.

Prior Implementations (Optional)

• Apple has guidelines that are accessible under the "distribute" tab of their developer website
• The "Publish" button on the flathub website takes you to a wiki on their github
